The Three Gaps Killing Enterprise AI Governance: Visibility, Conceptual, and Literacy
Credo AI's CEO identifies why 86% of enterprises aren't AI-ready. The answer isn't what most boards expect.
At the Fortune Brainstorm AI event in December 2025, Navrina Singh of Credo AI laid out a framework that explains why enterprise AI governance keeps failing despite unprecedented executive attention and investment.
The first gap is visibility. Most organizations cannot produce a comprehensive inventory of where AI is being used across the business. Shadow AI tools proliferate on personal accounts. Sanctioned projects exist in departmental silos. Experimental pilots run without central oversight. The average enterprise hosts 1,200 unofficial applications, according to Kiteworks research, and 86 percent of organizations are blind to AI data flows. You cannot govern what you cannot see.
The second gap is conceptual. There is a persistent myth that governance equals regulation. Boards ask about compliance. Committees focus on regulatory requirements. But governance is much broader: it includes understanding and mitigating risk, proving product quality and reliability, ensuring alignment with organizational values, and demonstrating that AI systems actually do what they are supposed to do in production. When governance is reduced to a compliance checkbox, major gaps emerge in operational safety, data quality, and system reliability.
The third gap is literacy. If only a small AI team truly understands the technology while the rest of the organization is buying, deploying, and using AI-enabled tools, governance frameworks cannot translate into responsible decisions. Governance without literacy is theater — the frameworks exist on paper but have no practical effect on how AI is actually used.
These three gaps share a common characteristic: none of them are solved by hiring more people, creating more committees, or writing more policy documents. They require infrastructure.
Visibility requires a network-layer system that can discover and inventory every AI interaction in the enterprise, regardless of whether it was sanctioned. Conceptual clarity requires a policy engine that enforces not just regulatory requirements but organizational data classification, quality standards, and ethical guidelines. Literacy requires governance tooling that is transparent enough for non-specialists to understand what it is doing and why.
The 86 percent of Fortune 500 companies that are not AI-ready are not lacking commitment. They are lacking the operational infrastructure that converts commitment into capability.
